Thoughtless Extravagance

An obscure provision in the Civil Code (and maybe now forgotten) reads:

"THOUGHTLESS EXTRAVAGANCE IN EXPENSES FOR PLEASURE AND DISPLAY DURING A PERIOD OF ACUTE PUBLIC WANT OR EMERGENCY MAY BE STOPPED BY ORDER OF ANY GOVERNMENT OR PRIVATE CHARITABLE INSTITUTION."
This is a reminder to people in government and even the private sector who thoughtlessly go on junkets/pleasure trips/display (even as they claim that they are using their own private money) -- especially addressed to the politicians and other government functionaries going to events and trips like the Pacqiuao/Hatton sports fest obviously to be seen to enhance their public image! And, of course, to unnecessary JUNKETS of Malacanang!

This is also addressed to the Pacqiuao family about to celebrate in luxurious abundance (for whatever the occasion) in the midst of acute public want in their very own province!

Do they still need a court order to stop then from this THOUGHTLESS EXTRAVAGANCE?
